A quality assessment is a systematic and independent evaluation of the internal audit function. It assesses factors such as independence, methodology, risk orientation, audit processes, and compliance with standards such as the Global Internal Audit Standards, IDW PS 983, and the DIIR Audit Standard No. 3. An external assessment in accordance with the requirements of the Global Internal Audit Standards may only be performed by a qualified and independent team. Under the current Global Internal Audit Standards, at least one team member must hold an active CIA certification. Depending on the audit standard, additional requirements may apply.
The validation of the internal audit function is a structured process used to verify whether quality standards and quality assurance measures are being effectively implemented. It includes, among other things, an assessment of governance structures, the methodology applied, and the audit processes. Furthermore, it examines whether regulatory requirements are being met and whether recommendations from previous quality assessments have been sustainably implemented. The goal is to strategically develop the internal audit function, increase its efficiency, and secure its long-term added value for the organization.
A QA or validation helps the internal audit function to consistently maintain a high level of quality. This independent assessment provides clarity on whether the audit function meets professional standards, operates objectively and in a risk-oriented manner, and creates measurable added value for the organization through its audit processes. Regular quality assessments also strengthen the credibility and acceptance of the internal audit function and support the continuous improvement of audit processes and corporate governance.
A quality assessment (QA) of the internal audit function should be conducted on a regular basis. Internal assessments must generally be performed annually to continuously monitor and further develop the quality of the audit function. In addition, an external quality assessment by independent and qualified experts is required at least every five years. These requirements are based on international and national audit standards, in particular the guidelines of the IIA, the Global Internal Audit Standards, and the DIIR.
